Important Home Energy Savings program changes –As of January 1, 2022
As of January 1, 2022, Pacific Power has implemented changes to the Pacific Power Wattsmart Home Energy Savings program in Washington that affect incentives for HVAC, heat pump water heaters, smart thermostats and more. These changes are part of the adaptive management strategy for the Home Energy Savings program for the 2022-2023 biennium and are designed to increase residential energy savings. Higher customer and trade ally incentives are intended to offset increased equipment costs and labor shortages that have developed over the last two years. Changes are also intended to increase the equitable distribution of benefits and inform utility actions specific to the Clean Energy Transformation Act (CETA).

Ensure the single-family home qualifies:
- Home must be new single-family construction
- Work completed must comply with all building codes and standards.
- Home must have electric water heating
- For the electric heating incentive, home’s primary heat must be electric baseboard, electric ceiling or wall heat, electric furnace, ductless heat pump, or electric ducted heat pump (space heaters do not qualify). Water heater must be electric resistance or heat pump.
- For the electric cooling incentive, home must have a central cooling system serving the whole home (portable air conditioners do not qualify) and be heated by gas or other fuel.
- Must have electric water heating (electric resistance or heat pump).
Requirements for whole home performance path
- Home must be at least 10% better than the current Washington State Energy Code
- Tier 1: Home must be at least 10% – 19.99% above code.
- Tier 2: Home must be at least 20% above code
- Home must complete the pre-qualification process; to schedule a pre-qualification appointment, please contact the program at [email protected]
- Home may not qualify for any individual incentives in addition to the new homes whole home performance path incentive
- Home is subject to program on-site inspections upon request, during construction or at completion.
- All services must be provided in accordance with the specifications in the Washington Technical Specifications Manual
- Home must be modeled and inspected by a third-party RESNET certified Rater and be on the Rater List. Please contact the program for qualified Raters at [email protected].The Rater list can be found at pacificpowervendor.force.com/tradeally.
- Must use Better Built NW AXIS database for modeling purposes
Additional program rules:
- Submit all documents within 90 days of certificate of occupancy issuance date
- Incentive may not exceed total cost of the project
Required documents:
- Incentives Application
- Copy of Certificate of Occupancy
- Pre-qualification approval paperwork
- Third Party Payment Addendum (only for homeowners and other third-party entities not listed on account and applying for incentives)
- IRS W-9 Form, if applicable**

Incentives are associated with the Home Energy Savings program January 1, 2022 tariff filing approved by the Washington Utilities and Transportation Commission. All incentives are subject to change with 45 days notice. Additional terms and conditions may apply.
Residential electric customers residing in the state of Washington who purchase their electricity from Pacific Power on rate schedules D, DL-6, DS-8, DM-9 or NEM-35 qualify. Landlords who own rental properties served by the company in the state of Washington where the tenant is billed on rate schedules D, DL-6, DS-8, DM-9 or NEM-35 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power account holder.
Provide your customer with accurate and complete incentive application paperwork to ensure uninterrupted processing and swift incentive payment.
If the customer is applying for the incentive:
- At time of project completion, customers should receive the following from their contractors:
- Completed and signed trade ally section of the incentive application
- Completed and signed technical worksheet, if applicable
- Itemized invoice/receipt and any other required documentation
- Walk your customer through the rest of the incentive application so they know exactly what to submit
- Notify the customer that their home will need to be inspected before the incentive can be approved
- Point out the customer service hotline as a resource for them, and the 90-day submittal deadline
- In the case of the missing information, assist your customer in securing any trade ally information or documentation
If the trade ally is applying for the incentive:
- Complete and sign the incentive application
- Complete and sign technical worksheet, if applicable
- Submit itemized invoice/receipt and any other required documentation
- The home must pass an inspection before the incentive can be approved
- In the case of the missing information, please work with your contractor to provide any missing documentation back to the program
- Note the customer service hotline and the 90-day submittal deadline
